Federal Government Takes Strategic Steps to Accelerate Highway Development Management Initiative

The Federal Government has recently established three committees aimed at expediting the implementation of the Highway Development Management Initiative (HDMI). This initiative, overseen by the Minister of Works, Sen. David Umahi, focuses on the construction, operations, and maintenance of highways through a Public Private Partnership (PPP) framework.

The committees, namely scoping and design, financial due diligence, and agreement review, have been tasked with various responsibilities to ensure the successful execution of the programme. The HDMI is structured to allow concessionaires to recover their investments through toll and non-toll revenues, as negotiated.

During the inauguration of these committees, Minister Umahi emphasized the need for transparency, standardization, and efficiency in contract negotiations, aligning with the expectations of Nigerians. He highlighted the necessity of reviewing existing contracts in light of current economic dynamics and the government’s new policy direction.

The Minister reiterated the government’s commitment to ensuring that all road infrastructure meets the required standards for tolling. He stressed the importance of providing alternative routes before tolling roads, citing legal requirements. Additionally, Minister Umahi emphasized the need for security measures such as CCTV cameras, solar lights, and overall road safety.

Regarding the Due Diligence Committee, Minister Umahi emphasized the importance of meeting deadlines and warned of consequences for non-compliance. He urged concessionaires to provide accurate and detailed cost breakdowns, emphasizing the need for transparency and accountability.

Despite challenges, the Minister expressed satisfaction with the progress made by nine concessionaires in finalizing their designs and documentation. He encouraged them to continue collaborating with the ministry to ensure successful project completion.
